    Mohammad Reza Pourfard, secretary of the Electronic Workgroup, Microelectronics and Robotics of Information Technology, Communications and Cybersecurity Development Department, in this meeting by referring to the Executive Summary of the Law on Export and Import Regulations in the country said:  The Vice President of Science and Technology as one of the members of the "Law on Export and Import Regulation Act", is considering the importance of the issue of knowledge-based companies in the country, in the form of import and export tariffs, provide the necessary support to knowledge-based companies.

    He believed that low tariffs for imports of similar foreign products are one of the problems of some knowledge-based companies. he said: Similar imports are another problem for knowledge based companies, which prevent it from benefiting from economic development in the country. For example, a company may produce a product that encounters problems with the domestic production of its rivals, for example, a company produces a commodity Which is in competition with low tariff importers and also faced with problems, and ultimately creates a serious blow to the knowledge based company production.

    Pourfard continued: Foreign tariffs have several complexities and necessarily reducing the import tariffs for raw materials for knowledge-based companies Or increasing the tariffs of the end products of knowledge-based companies is not a appropriate solution. Because In some cases, foreign tariffs would be at the expense of domestic companies, Therefore, in this regard, Information Technology Development, Communication and Cyberspace headquarters, collects written proposals from unions and syndicates, which will eventually be provided with in-house processing.

    The definition of imported tariffs is sometimes accompanied by conflicts of interest.

    He complained that tariffs in our country, unfortunately, caused some problems and should replace the right approach, said: Unfortunately, in defining the import tariffs, the government has always been in conflict with the interests of the various products, in the sense that some benefit from higher tariffs and others at low tariffs.

    He added an example in this regard: For example, in the competitive market of domestic production, cotton planters wants to raise tariffs for foreign cotton, to be able to plant native cotton. Therefore, they want to protect the benefits of cotton tariffs in the country, on the other hand, yarn manufacturers are disagree, and they believe that the cotton tariff should be lowered to produce yarn, and produce yarns by buying inexpensive and high quality cotton. The same applies to fabric manufacturers. that"s mean, fabric manufacturers tend to lower yarn tariffs so they can buy high quality yarns at the lower cost, but in return the fabric tariff increase. Clothing manufacturers also have another opinion and tend to increase fabric tariffs, and also the tariffs of clothing will increase. Indeed, in the supply chain of cotton, yarn, textiles and clothing, each group consider their interests and, accordingly, presents a different view to the state.

    Likewise, this applies to intermediate goods of knowledge based companies. For example, electronic power supply companies tend to increase the power supply tariff and in opposite companies that use power supplies in their products tend to reduce tariffs. Therefore, it should carefully considered, and, for example, different power supplies such as telecommunication and BTSs should separate from the rest of the power supply and had a different policy on them.

     

    Pourfard said: It is important to apply tariffs in order to support knowledge-based companies. Information Technology Development, Communication and Cyberspace headquarters in line with this mission, is trying to protect the domestic produced goods.

    Permanent support of tariffs on domestic production is wrong

    “Before entering the debate on supporting domestic production by setting tariffs, we need to make a difference in the definition of support for intra-industry production. Because, of course, tariffs can not be the only way to support domestic production,” he said.

    He added: " Certainly, when a producer knows he will be supported permanently, He can never find the incentive to develop his R & D team. Therefore, defining step-by-step tariffs for manufacturers will provide an opportunity for specific time returns to increase their competitive ability and growth of their products.

    Pourfard continued: For example, in the automotive industry, By applying a step by step tariffs, In the first year 100%, the second year 80% and in the third year 60%, we can eventually put this support tariff at zero percent.

    As a result, Proposed tariffs for syndicates and unions should has a step by step nature.

    Raising the astronomical tariff of the goods causes smuggling in the country.

    Pourfard said: Obviously, if the tariff of goods in the country is raised unreasonably, the smuggling of goods in the country will also increase, and in practice the utility will become a dysfunctional tool in the country. For this reason, the proposed tariff number should be a reasonable number in order to continue to import goods through legitimate routes.

    He added: The increase in tariffs has consequences that are not in the interest of the economy and actually put commercial policy in the wrong direction. evaluations indicate that tariff policies to support domestic production, it should lead to an increase in quality and lower prices, not to take some industries to the secure margin.

    Dr. pourfard emphasized that the syndicates, unions and associations should consider all three above considerations and then submit them. Representatives also expressed their opinions in this meeting, and decided to review the aggregate suggestions of these collections at subsequent meetings.

    The meeting also emphasized the need to reform the names of some of the goods in the 2012 Export and Import Regulation book in the coming years and to define new sub-categories.
